I found the same thing when shooting my 12-24 (FF equiv 16-36mm) Tokina f4 on my Nikon D300(half frame). I often ended up at 14mm widest.

Having said that, I now shoot a 18mm lens on my D800e but I often find I crop to 21mm. Having the option is good though otherwise stitching beckons.

Just got the 18mm Fuji f2. Love it. It compliments my 27mm nicely as an about town, smallish, light weight kit with the X-E2.
