Telephoto for Swim Meets

Hi guys,

I'm looking for a lens to compliment a EOS 70D that I'll be using for swim meets. The meets are at typical YMCA/high school pools meaning-- all indoors and pretty dimly lit by either sky lights or metal halide lamps.

My budget for the lens is $700. I'll be buying the 70D at the same time so if I go with certain Canon lens, there is a significant bundle discount. The 2 lens I'm looking at right now are:

Canon EF 70-200 f/4L USM. This is $700 doesn't matter if I bundle with camera. And I'm not sure if there will be enough reach on this if I'm in an upper pool deck.

Canon EF 70-300 f/4-5.6 IS USM. This is $300 with camera bundle.

Canon EFS 55-250 f/4-5.6 IS STM. $250.


My question is is 200mm on a 1.6x crop enough magnification?

I won't be using a tripod so is IS a must?

Is 300mm at f/5.6 in the above described lighting condition going to produce usable pictures ISO-wise?
