If you are shooting moving subjects, you will need relatively fast shutter speeds to freeze the motion and avoid motion blur, way faster shutter speeds than the minimum you can get away with and avoid hand shake. Unless you pan as you shoot, of course.

Just what shutter speeds depends on haw fast the subject moves through the frame - if they are close to you they will move through the frame faster than if there are further away.

Even someone walking by will need maybe 1/250s shutter.
