Does keeping base ISO and then brightening later on the computer really maximize DR? I think it's the actual exposure that determines DR, not ISO.

Sensors have different intrinsic DR at different ISO settings, with base ISO usually having the highest DR. The scene has its own DR. The exposure determines how much of that scene DR is thrown at the sensor.
