The top layer stores one scaler value per pixel. How does that allow one to 'pull apart bottom layer averages'? I'm presuming what you mean is that you could calculate four sub-pixel values for the lower layers by weighting the pixel value by each of the four pixel values from the top layer - certainly there would then be four different pixel values, but how would you know that those values would be the same as those that would have been recorded by four separate pixels in that layer?
