isn't the dpi independant of resolution?

Yes, but if they want a image that can be printed at 300 dpi on a 5"x7" print it means you need a resolution of 1500x2100.

If you took the same 1500 x 2100 pixel mage and didn't mind printing at 150 dpi you could print a photo that is 10"x14", but it would not be photo quality.  300 dpi is considered photo quality.

dpi stands for dots per inch right and resolution is just the dimensions of the image in terms of pixels. if I crop the picture, that only changes the resolution, but the dpi would still be the same wouldn't it? I checked some of my shots that I know i cropped and it still shows as 240dpi.
