You can change aperture and shutter speed while shooting video, just as you can for stills, so that argument doesn't hold much water.

Shooting video for the purpose of extracting stills would be a very different experience from normal video shooting for this very reason. You don't have to worry about video stabilization or restrict yourself to the usual shutter angles.

You certainly can't do it on a frame-by-frame basis, and you can't do it adaptively while examining the results of prior frames and making the necessary adjustments.  You also can't shoot a quick bracket of stills while shooting video.

If you are shooting video for the purpose of extracting stills, you're not actually shooting video - you're shooting large bursts of stills, but again, without the bracketing capability.
