Videos are typically shot at slow shutter speeds to match the frame rate to create smooth motion bur.

Not if your goal in shooting the video is to be able to extract still frames from it.

Yes, true, but the question is whether this will fundamentally change the way we capture stills. For example if you were a videographer first, the movie mode is usually set up with a shutter speed of 1/120 or 1/60. If now you decide to capture a goal attempt in a foot ball game, you would have to change setting from your routine to shoot this at a much higher shutter speed.

That's a bit of a nit that's easily remedied.   All you need is to have the firmware remember different settings for the "video" button as compared to the "shutter" button, just as it remembers different settings for each position of the mode dial.  Or two mode dial positions, one for "video sampling" and one for "true video".

Available cameras may not be able to do this, but that doesn't mean it can't be done.

The main point of mine is that as the frame rate of still is as fast as is now, extracting frames from videos is not necessary and not as convenient at the moment. 4k video seems to be pushed by TV makers as a new feature to sell TVs after their push for 3D TVs failed. There is no 4k video contents and even if we have them on line, they cannot be streamed without heavy compression with our current broad band technology. So 4k video seems like a MP race in the camera world driven mostly by marketing to sell new devices.
