ND filter for different situations. which one to choose?

ND filter for different situations. which one to choose?

I understand that everything depends from lighting conditions, I assume that VarioND filter will fit for almost all situations. But taking into account its cost I'm considering to buy either ND*8 or may be ND*16. Which one will be enough for most common situations like:

- to blure background for Portrait in sunny day (middle latitude like Europe)?

- to blure waterfall or stream of water in creek?
