Try a 200 f/2.8

A 200 mm f/4 aperture is much too small to be used in dim lighting conditions.  It's easier if you explain what "dim" means in terms of photographic exposure or lumens, but I wouldn't consider anything less than a 135 f/2 or 200 f/2.8 lens.  Street photography can be done with any wide-angle or medium telephoto lens, assuming that you're not intending to be doing dim-light photography at night.  The indoor sports demand f/2.8 telephoto lenses with accurate focusing, and a camera body with accurate focusing.  I recommend the Canon 200 f/2.8 lens, and maybe a wide-angle kit lens that comes with cameras like the Canon 60D.
