Manual off-camera flash syncs with TTL on-camera pre flash. Suggestions?

Manual off-camera flash syncs with TTL on-camera pre flash. Suggestions?

I've got manual flash units off-camera, a "duo" sync cord and bracket on the camera, and a TTL flash on the bracket end of the cord and a radio trigger on the camera end of the cord, in the pass-through hotshoe. Camera is Panasonic G6, on-camera flash is Metz 36 AF-5, cord is Neewer Duo, off-camera flash is Godox V850/Neewer TT850, radio trigger is Godox/Neewer FT-16s.

When I use the TTL flash, the off-camera flashes sync with the pre-flash instead of the working pop, yielding premature illumination. When I turn off the TTL flash, the off-camera syncs appropriately. Does this happen with CaNikon TTL + off-camera manual flash as well? Anyone know a workaround?
