Well, it does change the metering in the camera, doesn't it?

It doesn't affect the actual exposure. For example if you have -auto ISO turned off- and take a shot at 1/60 f8 and then another with -3.0 EC set. they will have the same exposure. If auto ISO is being used, then EC in M mode does change the exposure and you are required to use EC just like in A or S mode to alter the exposure from the automatic metered setting as the ISO will change in relation to the meter and the EC that has been set.
