My friend Doug used to be a gardener at Allen Gardens, which is a large conservatory-style indoor glass covered floral garden in downtown Toronto.

Allen Gardens requires photo permits for weddings and commercial shooting.

And insurance.

When Doug worked weekends, he was the man who checked whether photographers had the permits they needed. If there was a woman in the group wearing a long white dress, accompanied by more women who were all dressed alike, plus a photographer with a flash on a bracket, he'd ask about a permit.

Anyway, as for Birmingham, I cannot tell you how a park official thinks.

All I can do is raise some of the possible consequences, pro and con, of not having a permit.

But I do understand there are some petty officials in Great Britain who like to push their authority.
