That's why the caveat is given, "for the same sensor technology".

And of course the caveat is true even for same-size sensor comparisons. Otherwise you'd need to conclude that f/2.8 on an E-M1 is different from f/2.8 on an E-1, because the newer camera's sensor better. In fact, the noise is is product of two things, the number of photons collect and the sensor efficiency.
