Really weird atmospheric effect

Before anyone says it, this was NOT LENS FLARE!  I saw this with the Mark 1 naked eyeball from dozens of sources on my way into work this morning.  In fact, that's what led me to look back at camera recordings when I got in.

These "streamers" or whatever they are were perfectly vertical in every case.  It was snowing, but not ordinary snow.  The flakes were really small - about the size of grains of table salt, or just a bit bigger.  But they were flakes, not graupel or sleet or similar.

I've never seen this before.  Does anyone know if this has a name?
