Is this a photograph?

Where do you think the boundary lies between a photograph and a piece of
artwork? Can there ever be an accepted boundary? One of the joys of
digital photography is to use post processing not only to correct the
appearance of colour, brightness and composition but to use artistic filters
to achieve special effects. If I get fun out of doing it then to some
extent its got to be good but many people frown and say that although interesting
it is not photography.
Which side of the grey boundary do shots like this GX7 image fall on?

What similar photos, or artwork have you experimented with?
