The only people who normally shoot in heavy rain are photojournalists, sports photographers and occasionally professional wildlife photographers.  Normally heavy rain = bad light = poor photos unless you absolutely have to get the shot.

Watch a sports event in heavy rain on TV and see how many professional photographers are shooting without a rain jacket.
