What does "weather sealed" mean?

Yeah, but that's not the reply I'm after.  My phone isn't weather sealed, but I've dropped it in a pool, dried it off, and it still worked.   "Oh thank god it still works" isn't the same as "let me purposely use this in the rain with no expectation of failure".
