It is only useful for very short distances, and usually indoors because GN is further derated outdoors.

The easiest way to think of flash is an external shutter, and it's duration is what will freeze motion most of the time.

I really can't think of another occasion when you need it.

I mean if you are outside and you want F4 and it's the middle of a bight day so you have to put your shutter to 1/2000 of a second which leave the subject underexposed HSS would be a requirement... or you just put a ND Filter on, or light your model with a reflector and it does the same exact thing.

Oh the other time is if you shoot on Aperture Priority mode or TTL and have no idea how to change your settings.

Do you know how flash works? and can you read? 
The Dancer may not have been a great example, the whole purpose of the example was to say that in HSS the motion freezing element stops being the flash and is left reliant on shutter speed. 
HSS duration is 1/200th (I actually think it's 1/250th) of a second and pulses. This is about 1/2 power. at 1/2000th duration you are at about 1/16th power. If you can freeze the motion at 1/800th shutter, so you pick up a little extra light. 
But really you could just raise your strobe power a little and still get the motion. 
There is no reason to use it in doors. I honestly can't think of a single reason to use it indoors. (well maybe indoor sports but even then there are other ways)
