I think this is solid advice in the beginning.  For a lot of good photographs in good conditions you can with auto-modes and minimal setup.  I still will rely on Aperture mode for simple landscape shots from time to time.

If a photographer truly wants to get better though, they'll realize at some point that simply getting to Florida is not enough...they want to get there faster or with more style.  So they'll buy a manual shift sportscar:)
