For give me if I am being daft. but I have never used a DSLR before. I can tell if its on or off on my compact camera, but I really think this lens from Amazon is doing nothing. (faulty) or am I missing soothing ?

the 18-55 IS has virtually no sound with the IS on.   (the 55-250 IS you can hear easily). it's different from lens to lens. with the focal range 18-55, you don't really see the IS effect, you should see it in liveview at 10x. It's easy to see the IS effect at long focal lengths, say 250mm with other lenses.
