I didn't read all the responses, but in this case, I don't think the problem is noise as much as it is focus.  I think you focused on the fence - at least that appears sharpest to me.  The bird's eye is OOF enough to be very distracting.  Eye focus is one of the most important aspects of shooting birds.

I also agree with the comments about shooting wide open.  f6.3 or f8 will give you more DOF  and make the feather detail look sharper over more of the bird.  Sometimes it isn't possible, but when you can keep your shutter above 1/200th or so, I'd stop down a little.

The trick to keeping noise to a minimum is to nail the exposure on the subject.  I get many shots at ISO-800 and ISO-1600 that have much more feather detail than you are getting in this shot.  These were shot with the Big Beercan - a lesser lens than yours.  Also processed in LR.
