AFAIK, only a Canon service centre can do it.

I know something exists for the 7D and some Nikons where you can make the adjustments (if your camera/lens combo back/front focuses),

Autofocus microadjustment. 50D, 70D, 7D, 6D, 5D II & III...

but I'm concerned that this doesn't exist on the Rebel line.

There seems to be very little need for it since the 650D inherited the autofocus system from the 60D. There's no need for concern unless you have a lens that you know needs a lot of it.
