Canon or others to service 70-200/f4 L?

Happy Holidays!

I'm considering sending my 70-200L f4 (non IS) in to correct a centering flaw.  The left side is softer than the center and right side, even at f8, and by a margin I don't find acceptable.

So I'd like to get it serviced...if it's reasonable to do so.  I'm not willing to spend $300 to service a lens worth $500 on the used market.  Question:  should I send this to Canon or is a 3rd party repair shop the better way to go?  I know Canon will do the job, but cost is a factor and if an independent shop can do it for less money I'd highly consider it.

Other questions:

Any idea what Canon charges for this type of repair?

Would an independent shop be cheaper, and if so can you recommend a good one?
