An overexposed jpeg discards the same highlight information you are hoping to recover by adjusting the exposure back down after the fact. Jpegs only store 8 bits of information per channel, some camera raws give you up to 14 bits per channel. A blown out value in a joeg could potentially contain up to six additional bits of information per channel. 8 bits buys you 256 unique levels, where 14 bits would get you 16384 levels.
