It's just like MRM4350 said about Nikons in the post right before yours; in modes other than M, the ±3EV exposure indicator on the top LCD and the viewfinder (unless the 60D has something else that could be mistaken for a meter) merely shows the EC amount.

To Shane Burton: Check the mode the metering is set to --see p.119 of the manual, "selecting the metering mode"-- and try keeping it at evaluative, or Canonese for matrix, for the (hopefully) widest range of lighting scenarios the metering system can cope with without getting confused.

(In a way evaluative can be seen as opposed to spot, in thr sense that the latter leads to the most precise results as long as you know EXACTLY what you're metering for and to the most unpredictable results otherwise.)
