Yup.

If Upscale One grey pixel to 4.. One of them will not suddenly become RED like we see in Chroma noise up-scaling will not CREATE noise that was not there.

Also true; however, that one gray pixel will be already showing a warm cast beforehand, which will affect all four of the grey-ish upscaled pixels instead of just one. Much like upscaling back the downscaled image from above would look, if that's what you prefer.
