Over saturated colors will appear over exposed. De-saturating colors will bring back details, similar to recovering details from over exposed highlights. I find red tends to over saturate more readily than other colors.

This adjustment and apparrently what Bob Tullis did in his processing of your first image can be readily achieved in Lightroom. I still can't figure out layers in Photoshop, but Lightroom is less complicated than Photoshop.
