Which basic filters for landscapes?

I'd like to acquire a few filters for shooting landscapes which I plan to specialize in.

I'd like to have those that help with:

1) Getting better sunrise/sunset pictures when there's ample difference between foreground and skies.

2) To get that silky water effect at beaches while still getting the skies to look attractive with moving clouds if any at longer exposures.

3) To get smooth waterfall effects where I can shoot at longer shutter speeds.

I am not much of a post processing person and would prefer to achieve these in-camera.

At this point, I'm new to the different types of ND/Graduated/Soft/Hard edged filters and polarisers.

I'd much appreciate it if you could suggest the right strengths of the different kinds of filters that would help achieve the above tasks!

I use a Canon 70D with a 17-55mm 2.8 77 filter size lens. Will acquire a wider angle lens for landscapes sometime later.

Please indicate the best brands too.

Price is not a constraint as I'm sure I'll get what I pay for!

Thanks in advance!
