The FL20 is an old flash that has not been updated for newer cameras.

I have one and was intrigued by your question, so I got it out and tried a few shots - my experiences were somewhat similar to yours.  Not overexposed but very bright exposures.  But very consistent, so that would be easy to work with.  For my shots, I needed to turn down exposure compensation -.3 or -.7, not the -2.0 that you mentioned.  This flash might be very good to use with a flash diffuser, since it does seem pretty bright.

Funny, because the newer cameras/flashes get criticized for underexposing in order to preserve highlights - you have to turn up exposure compensation by +1 or +2.
