How valuable is optical IS in a non-IBIS camera?

If you can hold a 40mm lens on a 2x crop factor body perfectly still for videos then more power to you. I can't. It doesn't really matter for stills. It makes a huge difference for videos. I wouldn't consider shooting video without some sort of stabilization now and even then the IS in the 35-100mm is not quite enough at the long end of the lens.
