How does pixel brightness correlate to camera exposure?

Hello,
I am attempting to understand the correlation between image pixel brightness and the camera exposure settings.

For example my understanding is that a difference of 1 f stop in camera settings either doubles or halves the amount of light admitted during a photo. However when comparing the two images in Photoshop's histogram the mean luminance does not change by half or double and the differences appears to vary between different bracketed photo sets.

Is there a formula for predicting the change in pixel luminance based on the exposure settings?
