D7000 is horrible at soccer pictures

It is OFF. I even tried it at 1, same results.

Then it would appear your camera or lens is broken somehow. If AF-C (not AF-A) can't consistently lock correct focus on a stationary object in good light while AF-S can...then your sample is not working and you should return it or have Nikon Service check it out. I assume you checked with a tripod, have AF fine tune turned off and are not using a lens that's focus breathing at different focal lengths. Good luck and let us know what Nikon says.

BTW, you can always upload a OOC JPEG (unprocessed by software outside the camera) to your gallery here and we can see if there might be a setting you missed.
