Canon T4i/T5i Hi Speed Sync capability

Hi,

Sorry, if this has been discussed before, but I could not find it through Search.

I am trying to help a friend, with a budget, buy a camera for photographing birds. When I came upon it's specifications, I think these would be a good choice for her.  I'm more inclined for the T4i as it supposedly, is very similar to the 5 and would be cheaper.

My question is that I read that the camera's flash has a 1/200 sync. If she had an external flash capable of Hi Speed Sync, like the 430 EX (or a third party), would the camera go higher than 1/200? I ask this question, because I have another friend that has a Nikon 5100 and she can't use Hi Speed Sync with Nikon external flashes. I used to have an XT and could use Hi Speed Sync with no problem.

I would appreciate anyone confirming that she could use Hi Speed Sync, with a Hi Sync capable flash, with both the T4i and T5i.
