Up until last year, full frame was used for either the "pro" and "semipro" classes.  These two groups aren't really vertically separate quality tiers, but cameras optimized for very different usages.  The former is tuned for journalists, the latter is optimized for artistic use (less speed but more pixels).  But now FF is moving aggressively into the amateur enthusiast market.  So I'd say we cannot think of FF as "part of the latter class", but rather as having engulfed those two classes, with more in its sights.
