Yes, purely legal action will not gain you recompense. Your demand letter to the Malaysian post should also spell out your plan of publicity should they deny you compensation - in the general media, in philately media (where their misidentification of species adds to the shame), in the travel and tourist industry, as a counter in situations where the Malaysian government has cried about theft of its antiquities and so on.
