I just don't understand

I don't understand why some cameras - like the the EX2F - can have great raw but not so good JPEGs.  My understanding is that JPEG is just a mathematical computation from the RAW image.

If this is so, why doesn't Samsung and other camera makers get the JPEG mathematics correct? It seems to me if the camera hardware creates good RAW, converting it to good JPEG should be the easy part as it is only a mathematical computation.

Clearly I'm not correct, but I don't understand why.
