Most fixed lens cameras (and I acknowledge that I'm uncertain about the RX100) have a leaf shutter, which makes them very quiet.  Interchangeable lens cameras tend to have focal plane shutters.  The only alternative is to have a leaf shutter in every lens (like Hassleblad 6X6 MF cameras used to), but that bumps up the cost of the lenses and system.

Mirror-less cameras without an EFSC have to close the FL shutter before they open it and close it again, which is more action than a DSLR shutter, which only opens and closes, and so is potentially noisier.  And the bigger the sensor, the bigger the FP shutter and the faster it has to travel to offer comparable flash sync speeds.  Which is probably why the A7s are not quiet cameras.
