Cir Polarizer on a filter mount frame?

I just watched a short video on some website where a guy seems to be using a circular polarizer in front of a filter mount, in fact he slides an ND filter right below it and then turns the polarizer to achieve the desired effect.

Of course in the video you can't see the brand or maker of the holder, I was just wondering if that is possible as sometimes I use a polarizer with a filter thread on which I then screw the filter holder adapter, have to set the polarizer first then slide the holder and so on, a nightmare and a lot of vignetting...
