The RAM that Photoshop holds onto is within the amount or block that you allocate. He has posted an example of what he is experiencing in post 6. He is showing inactive RAM but his computer is crawling, even to type his post. Something is preventing that inactive RAM from being used. I suspect some other app he was using at the same time or just prior to.
