Well, it is illegal for third parties to unlock phones without the explicit permission of the phone carrier, but the carrier can unlock the phones if they chose to. In fact, I need to contact AT&T and ask them to unlock my current phone (which I've had for almost two years) as I'm thinking of replacing it with a Note 3.

By the way, please don't get hung up on the idea that I recommended the Galaxy Mini over the regular version. It is a smaller, less functional, version of the full Galaxy and the only reason I recommended it was because for new phones, it was about half the price of a no-contract full Galaxy. I would have recommended an unlocked Galaxy SIII if I felt my friend wanted to spend that much money.

Everyone has been very helpful and I have certainly learned more about these phones because of the responses.

I have spoken with him about the choices and will buy him the international version. He has checked with those around him and found out that is what they are using. Interestingly enough the phone appears to be about the same price in Russia as here given what he said they cost and the current exchange rate between dollars and rubles.
