Unlocked/International unlocked phones

Perhaps this is the wrong place to ask this question but I don't really know of a decent Android phone forum so here goes -

I live in the US but my step-son is currently living and working in Europe and has asked if we could get him a Samsung Galaxy S3. I have looked online and found both unlocked and unlocked international phones but, to be honest, I don't know the differences between them.

I have looked at the frequencies they operate on and both seem to use the same GSM frequencies. The phones seem identical although the international version costs more than 50% more. I don't really mind spending the extra money but I don't know if there is any reason to do so.

Can anyone tell me the differences between the international version (GT-I9300) and the unlocked version (I8190) as it relates to phone functionality? Will the US unlocked phone work in Europe? If so, is there any reason to buy the international version instead?

If this is the wrong place for this kind of question please let me know that also. Thanks.
