Why is photography now considered a terrorist act?

Again I ask, where's the harm? Why was the respectful photographer singled out?

It's too late to ask the gardener, but maybe you could contact the DWP and ask them.  Maybe they'll give you a good reason, or maybe you'll find out that the gardener was in error and that it's perfectly all right to take pictures.
