Why is photography now considered a terrorist act?

You don't leave an area un-fenced, un-restricted and the fountain ON, if you don't want people in the vicinity attracted to it. If a place is closed, you put up a sign and close off access.
Other visitors were not asked to leave - this was exclusively triggered by me peacefully committing the act of photography.
Again I ask, where's the harm? Why was the respectful photographer singled out?
