Just thinking aloud...

I know in junior high and high school, the teachers just passed out the books for the class on the first day.   At the end of the semester they held your credits/grades until you had returned the book or payed for it if lost damaged.    Perhaps having the school manage the books would give some better cost pressure on publishers and incentive to keep using a book for longer.
And slight increase in tuition or fees to manage this program would be far less than the current cost of textbooks for students.

I know it sounds kind of silly, but the university is already providing the classroom, presentation materials, testing, grading, etc, so why not the take home study materials?
