My wife, my sister, and I went to the end of the dock and told him to get lost. He huffed and puffed some, acted offended, but eventually left when I got my camera out to get a few shots of him.

Two important points here:

1. The difference between "telling" someone to stop and "asking" someone to stop is huge.

I can't imagine many people, if asked to stop, would continue. But telling people to stop is confrontational (and potentially aggressive), and it's easy to see how others could choose to respond by standing their ground and escalating the confrontation.

2. "he..eventually left when I got my camera out to get a few shots of him."

Actions speak louder than words!
