One that can't get acceptably good pictures of something you want/need to photograph, when that is obtainable with Cameras/Lenses it would be reasonably sensible for you to own.

Hence if you're 14 and have £140 to spend on a camera to photograph your friends when you're out (having got fed-up with your phone in low light) what is good/bad will differ from someone with a fair disposable income wanting to photograph birds in flight.

Also note it refers to the photographer, so what's good/bad for me might not be so for others, and v.v.
