The Canon 4-5.6 70-300L is an amazing lens, I'm sure you can find reviews all over the internet. It works very nicely with the 70D. I found focus lock to be faster than with my old 40D (and it was pretty good with that).

The Kenko 1.4 give you that extra reach for when you are photographing an elephant 300 ft away, but at the cost of 1 f-stop. You should also follow the rule of thumb of using a shutter speed that is the reciprocal of the length, i.e. if shooting 400mm, use 1/400 shutter. That means you need good light to use this combination, noon in Thailand is perfect, but it is not be the best solution for end of day, heavy shadows, etc...
