The technician is wrong

The click you can hear as VR starts to operate is the VR group lock disengaging, and the click you can hear after you stop VR working is the VR lock re-engaging.

There is a VR on/off switch because, while VR can work well hand holding with static subjects at slower shutter speeds, there are situations where VR can create some unsharpness or no advantage for use of battery power.

There needs to be an "automatic" system for locking the VR group in the optical centre of the lens whenever the camera is turned on with VR switched off.
