Yes, you are.

The EOS-M was released in the middle of 2012. Less than a year later, they release the SL1/100D in EF-S mount. The likelihood that they created the SL1/100D as a reaction to the poor sales of the EOS-M is zero.

The reality of the manufacturing industry dictates that Canon was already prototyping the SL1/100D by the time the first EOS-M hit the store shelves. Going even further back, it means that Canon had already begun blueprinting the SL1/100D by the time the EOS-M was being prototyped.

In other words, they didn't design the EOS-M in EF-S mount because they were intending to release two different cameras to begin with.
